Where Assessor Skills Take You in SloveniaWhy the Role Is in Demand

COBIT 5 Assessor is a senior marker of IT governance assurance capability, valued by Slovenian banks, insurers, consulting firms and critical infrastructure operators that must now evidence process maturity. As ZInfV-1 brings thousands of organisations into NIS2 scope and DORA reshapes financial-sector governance, credentialed assessors who can rate and report capability are increasingly sought after. Demand sits at the specialist end, from IT auditor to GRC manager and head of IT governance, and here is what the Slovenian market is telling us right now.

    • DORA driving governance assessment across financial services
    • Over 120 million euro in digital transformation spend at NLB and Triglav
    • IT and risk functions growing 3 to 4 percent in Slovenian banking
    • Governance assessor talent scarce versus a deep IT audit pool

Market Forces Driving Demand for COBIT 5 Assessors in Slovenia

    The NIS2 Compliance Wave

Slovenia's ZInfV-1 sweeps 6,000 to 8,000 organisations into NIS2 scope, forcing structured, evidence-based reviews of governance process capability that trained assessors are best placed to deliver.

COBIT 5 Assessor builds capability assessment skills

    DORA Pressure on Financial Services

Banks and insurers such as NLB and Triglav must evidence robust IT governance under DORA, creating demand for assessors who can rate and report process capability against a recognised model.

COBIT 5 Assessor supports governance assurance

    Critical Infrastructure Assurance

Operators like HSE, Petrol and Luka Koper face OT and IT governance scrutiny where formal, ISO/IEC 15504-aligned capability assessment gives boards and regulators a defensible view of maturity.

COBIT 5 Assessor builds risk and rating skills

    Governance Talent Scarcity

Slovenia has a deep IT audit pool but few credentialed governance assessors. With 76% of financial employers struggling to fill roles, the Assessor credential makes holders rare and sought-after.

COBIT 5 Assessor makes certified assessors stand out

    Digital Transformation at Scale

NLB and Triglav have invested over 120 million euro in digital and AI initiatives, expanding IT estates that need capability assessment to keep governance aligned with fast-moving change.

COBIT 5 Assessor connects assessment to improvement

    Evidence over Attestation

Regulators increasingly want demonstrable governance maturity, not paperwork. Assessors trained to gather traceable evidence and rate against the PAM turn compliance pressure into credible assurance.

Skills You Will Build as a COBIT 5 AssessorCapability Assessment, End to End

This COBIT 5 Assessor training teaches you how to plan, conduct, rate and report a formal COBIT 5 process capability assessment using the PAM. By the end of the programme you can assess process capability against evidence and communicate findings that stand up to scrutiny.

    Apply the COBIT 5 PAM

Use the two-dimensional Process Assessment Model to structure assessments, working the process dimension across the 37 COBIT 5 processes and the capability dimension of six levels.

    Rate the Six Capability Levels

Assess processes from Level 0 Incomplete through Performed, Managed, Established, Predictable and Level 5 Optimising, and apply the threshold rules that determine an overall capability level.

    Work the Nine Process Attributes

Evaluate the nine process attributes from PA 1.1 Process Performance to PA 5.2 Process Optimisation, and identify the evidence each attribute needs to demonstrate achievement.

    Use the Four-Point Rating Scale

Apply Not Achieved, Partially Achieved, Largely Achieved and Fully Achieved consistently against evidence, managing the over-rating and under-rating risks that undermine assessment quality.

    Plan and Run an Assessment

Scope and initiate an assessment using the goals cascade, build the assessor team, and gather evidence through interviews, document review and observation, then reach rating consensus.

    Evidence, Rate and Report

Maintain a traceable evidence record, document capability profiles, and produce a PAM-compliant assessment report with prioritised, defensible improvement recommendations for stakeholders.

    Exam

What is the format of the COBIT 5 Assessor exam?

The exam is an open-book, objective paper delivered by PeopleCert. Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are permitted. Questions require specialist analysis and professional judgement in realistic assessment scenarios.

How many questions are on the exam and how long is it?

The exam has 8 questions, each worth 10 marks, for 80 marks in total. You have 2 and a half hours (150 minutes) to complete it. All 8 questions are scored; there are no unscored pretest questions.

What is the passing score for the COBIT 5 Assessor exam?

The pass mark is 50 percent, meaning you need 40 marks or more out of 80. Because it is an open-book paper covering the five topic areas, broad command of the PAM and efficient reference navigation both matter.

How and where do I sit the exam?

The exam is delivered by PeopleCert, either through OnVUE online proctoring available 24/7 or at a PeopleCert authorised test centre. You can sit it from home or office in Slovenia, or at a centre where available.

What if I do not pass on the first attempt?

You can re-sit the exam; re-sit policy and fees are set by PeopleCert, so confirm the current terms on the PeopleCert portal. Our mock exams, scenario practice and open-book technique are designed to help you pass first time.

    Course Content

What topics are covered in the COBIT 5 Assessor training?

The programme covers the five Assessor topic areas: the overview of COBIT 5 process assessment, the COBIT 5 PAM, capability levels and attributes, assessment planning and execution, and evidence, rating and reporting, all at application and analysis level.

What are the six capability levels and nine process attributes?

The six capability levels run from Level 0 Incomplete through Performed, Managed, Established, Predictable to Level 5 Optimising. The nine process attributes, from PA 1.1 to PA 5.2, are rated against evidence to determine each process's overall capability level.

How long is the training and how is it delivered?

The COBIT 5 Assessor programme runs for 16 hours, typically over two full days or four half-days. It is delivered in live virtual, classroom or corporate group formats, with scenario-based exercises throughout.

Are practice tests and mock exams included?

Yes. The programme includes practice questions and mock exams mapped to the Assessor syllabus, plus case studies that reflect real IT governance assessments, so you can identify weak areas and build exam readiness.

Is the courseware aligned with the current syllabus?

Yes. The courseware is aligned to the COBIT 5 Assessor Exam Syllabus (2024 version), the COBIT 5 Process Assessment Model and the COBIT 5 Assessor Guide: Using COBIT 5, which are the primary references for the certification.
