What Is the COBIT 5 Assessor Qualification?UntitledThe Highest Level of the COBIT 5 Scheme

COBIT 5 Assessor Certification Training in Romania prepares experienced IT governance and audit professionals to plan, conduct, rate and report formal process capability assessments. The COBIT 5 Assessor (COBIT 5-A) credential is the highest level of the COBIT 5 qualification scheme, and it validates your ability to apply the COBIT 5 Process Assessment Model (PAM) in structured, evidence-based assessments. The course is built around the COBIT 5 Assessor Exam Syllabus (2024 version) and the COBIT 5 Assessor Guide: Using COBIT 5, together with the COBIT Process Assessment Model. Because the PAM is aligned to ISO/IEC 15504 (SPICE), the ratings you produce carry international credibility and can be compared across organisations and jurisdictions. You work through the six capability levels, the nine process attributes and the four-point rating scale, then apply them to realistic assessment scenarios. Delivered in live virtual and corporate formats over a 16-hour programme, the training suits IT auditors, GRC specialists, lead assessors and governance managers in Romania's banks, shared-service centres and consultancies. You hold COBIT 5 Foundation before you attend, and you leave ready to sit the open-book Assessor exam and lead capability assessments with confidence.

Why the Assessor Credential Is Worth EarningFor Your Career and Your Organisation

    For Individuals

    For Individuals

COBIT 5 Assessor training helps IT governance and audit professionals move from understanding the framework to formally measuring how well processes perform. It suits IT auditors, GRC specialists and governance managers who want to conduct structured capability assessments rather than informal health checks. Whether you are formalising an assessment role, leading a self-assessment for the board, or advising clients as a consultant, the programme builds the specialist judgement the Assessor credential recognises.

If you want to be the person who plans an assessment, gathers evidence, rates each process attribute and defends the ratings in a report, COBIT 5 Assessor is the credential that proves it. You gain PAM fluency, open-book exam technique and a clear, supported route to certification.

    • Validates specialist competency to run formal, ISO/IEC 15504-aligned capability assessments
    • Completes the COBIT 5 scheme at its highest, most senior level
    • Positions you for lead assessor, IT audit manager and GRC consultant roles
    • Builds evidence, rating and reporting skill that regulators and boards value
    • Strengthens your standing on NIS2, DORA and internal-control assurance work
    • Provides a globally recognised credential that travels across sectors
    • Deepens command of the PAM, the six capability levels and nine process attributes
    • Sets you apart in a Romanian market rich in project talent but thin in assessors
    For Organizations

    For Organizations

COBIT 5 Assessor group training helps organisations build a repeatable, defensible way to measure IT governance and management process capability. It can be delivered for internal audit teams, GRC functions or IT governance groups. For organisations under growing regulatory and resilience pressure, trained assessors turn assessment into an operational capability rather than a one-off consulting engagement.

If your teams struggle to show, with evidence, how mature governance processes really are, COBIT 5 Assessor training gives them a shared method. They learn to plan, execute, rate and report assessments consistently, producing findings leadership can act on.

    • Builds in-house capability to run repeatable, evidence-based process assessments
    • Supports assurance for NIS2, DORA and sector supervisory expectations
    • Standardises how capability is rated and reported across teams
    • Reduces reliance on external assessors for routine governance reviews
    • Links assessment findings to measurable improvement priorities
    • Gives audit and GRC functions a common, ISO/IEC 15504-aligned language
    • Enables customised delivery for banks, shared services and public bodies
    • Strengthens board reporting on IT governance maturity

IT Governance and Audit Careers in RomaniaWhy Assessors Are in Demand

Demand is concentrated in Bucharest, Cluj-Napoca and Timisoara, from IT auditor and GRC analyst up to IT audit manager, GRC consultant and head of IT audit, and here is what the market is telling us right now.

Governance Pressures Shaping Romania's IT Assurance Market

    Governance Maturity Under Scrutiny

Romanian regulators and boards increasingly want proof, not assertion, of how mature IT governance really is. Formal, ISO/IEC 15504-aligned assessment is the exact capability the Assessor credential develops.

Assessor training builds evidence-based rating skill

    NIS2 Compliance Pressure

With NIS2 transposed into Romanian law and DNSC enforcement building through 2026, essential and important entities must demonstrate governance duties, driving demand for professionals who can assess capability rigorously.

    Assessor training supports assurance readiness

    DORA and Financial-Sector Resilience

DORA has applied to the EU financial sector since 2025, and Romania's banks, insurers and payment firms need structured ways to assess and report IT process capability across complex operations.

    Assessor training strengthens capability assessment

    Assessor Talent Scarcity

Romania has a deep pool of project managers and IT engineers but far fewer qualified process-capability assessors. The advanced prerequisite and specialist scope keep COBIT 5 Assessor holders rare and valued.

The credential makes certified assessors stand out

    Shared-Service Consolidation

Global capability centres in Bucharest and Cluj concentrate IT risk, audit and compliance work for many markets, and they need assessors who can rate and report capability consistently at scale.

    Assessor training standardises assessment practice

From Health Check to Formal Assessment

Many organisations run informal governance health checks that do not stand up to audit. Trained assessors replace them with traceable, PAM-based ratings that leadership and external auditors can rely on.

Assessor training moves teams beyond informal reviews

    General

What is the COBIT 5 Assessor certification and who is it for?

COBIT 5 Assessor is the highest level of the COBIT 5 qualification scheme. It validates your ability to plan, conduct, rate and report formal process capability assessments using the COBIT 5 Process Assessment Model (PAM), which is aligned to ISO/IEC 15504. It is designed for IT auditors, GRC specialists, lead assessors and governance managers.

Is COBIT 5 Assessor worth it for IT audit professionals in Romania?

Yes. As NIS2 and DORA push Romanian banks, GCCs and public bodies to prove governance maturity with evidence, certified assessors are in demand and scarce. The credential supports senior roles such as IT audit manager, GRC consultant and head of IT audit, which command strong salary bands in Bucharest, Cluj-Napoca and Timisoara.

Is COBIT 5 Assessor recognised in Romania?

Yes. COBIT is a globally recognised IT governance framework, and the Assessor credential is valued by employers across Romania and worldwide, including banks, insurers, shared-service centres and consultancies. PeopleCert delivers the exam in over 200 countries.

What are the prerequisites for COBIT 5 Assessor?

COBIT 5 Foundation certification is required before you sit the Assessor exam. COBIT 5 Implementation is recommended, and the Assessor course assumes both Foundation and Implementation knowledge. Practical IT audit or governance experience is strongly recommended.

Where does Assessor sit in the COBIT 5 scheme?

The scheme runs from Foundation (entry) to Implementation (intermediate) to Assessor (advanced specialist). Assessor is the highest level, focused on conducting formal, evidence-based process capability assessments rather than framework knowledge or improvement delivery.

    Exam

What is the format of the COBIT 5 Assessor exam?

The Assessor exam is open book and objective, based on the COBIT 5 Assessor Exam Syllabus (2024 version). Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are permitted. It is delivered via PeopleCert OnVUE online proctoring or at authorised test centres.

How many questions are in the exam and how long is it?

The exam has 8 questions, each worth 10 marks, for 80 marks in total. You have 2 and a half hours (150 minutes) to complete it. All 8 questions are scored.

What is the passing score for the COBIT 5 Assessor exam?

The pass mark is 50 percent, so you need 40 marks or more out of the 80 available. The questions require specialist analysis and professional judgement applied to realistic assessment scenarios.

Which books are permitted in the open-book exam?

Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are allowed. No other materials are permitted, so the course includes practice in navigating these references efficiently under timed conditions.

What happens if I do not pass on the first attempt?

You can re-sit the Assessor exam. Verify the current re-sit policy and any re-examination fee with PeopleCert. Our mock exams and open-book technique practice are designed to help you pass on your first attempt.

    Course Content

What topics are covered in the COBIT 5 Assessor training?

The 16-hour programme covers the five Assessor topic areas: Overview of COBIT 5 Process Assessment, the COBIT 5 PAM, Capability Levels and Attributes, Assessment Planning and Execution, and Evidence, Rating and Reporting, all at application and analysis level.

What is the COBIT 5 Process Assessment Model (PAM)?

The PAM is the ISO/IEC 15504-aligned model used to assess COBIT 5 process capability. It has two dimensions: the process dimension (the 37 COBIT 5 processes) and the capability dimension (six levels from 0-Incomplete to 5-Optimising), rated through nine process attributes and a four-point scale.

Which edition and syllabus is the course aligned to?

The course is aligned to the COBIT 5 Assessor Exam Syllabus (2024 version), the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model. The COBIT 5 framework and its PAM remain the basis for the Assessor credential.

Do I need prior experience to follow the course?

You should hold COBIT 5 Foundation, and Implementation is recommended, because both are assumed and not retaught. The Assessor course builds on that knowledge and adds specialist assessment skill, so IT audit or governance experience helps you get the most from it.

    What learning materials are provided?

You receive syllabus-aligned courseware, case studies illustrating assessment planning, evidence gathering, rating and reporting, plus practice questions and mock exams to build readiness for the open-book format.
