Industry Challenges Driving COBIT 5 Assessor Demand in Norway

    The NIS2 Compliance Wave

Norway's amended Security Act brings roughly 5,000 organisations into NIS2 scope by July 2026, with first NSM-led audits from October, driving demand for structured governance capability assessment.

COBIT 5 Assessor builds capability assessment skills

    DORA and Financial Resilience

Finanstilsynet has designated the largest financial entities for resilience testing, and parallel DORA and NIS2 audits demand assessors who can rate and report capability against a defined model.

COBIT 5 Assessor builds evidence and rating skills

    The Governance Assurance Gap

Many Norwegian enterprises audit IT without an ISO/IEC 15504-aligned capability baseline, the exact evidence-based measurement that a qualified COBIT 5 Assessor is trained to provide.

    COBIT 5 Assessor builds ISO/IEC 15504-aligned skills

OT and IT Convergence in Energy

Energy and utility operators running critical infrastructure need governance assurance across converging OT and IT estates, where formal capability assessment supports safety and compliance.

COBIT 5 Assessor builds portfolio-wide assessment skills

    Public-Sector Digitalisation

As agencies and municipalities digitalise services, internal audit functions need repeatable capability assessments to demonstrate accountability and target governance improvement.

COBIT 5 Assessor builds structured assessment skills

    Scarcity of Qualified Assessors

Norway has a deep pool of IT auditors but few certified assessors. The advanced level and open-book exam make COBIT 5 Assessor holders rare and sought-after.

Frequently Asked QuestionsHere's everything you may ask...

COBIT 5 Assessor is the highest level of the COBIT 5 qualification scheme. It validates your ability to plan, conduct, rate and report formal process capability assessments using the COBIT 5 Process Assessment Model (PAM), which is aligned to ISO/IEC 15504. It suits IT auditors, GRC specialists and IT governance consultants in Norway.

    General

What is the COBIT 5 Assessor certification and who is it for?

COBIT 5 Assessor is the highest level of the COBIT 5 qualification scheme. It validates your ability to plan, conduct, rate and report formal process capability assessments using the COBIT 5 Process Assessment Model (PAM), which is aligned to ISO/IEC 15504. It suits IT auditors, GRC specialists and IT governance consultants in Norway.

Is the COBIT 5 Assessor certification worth it in Norway?

Yes. As NIS2 and DORA raise governance and resilience expectations, Norwegian banks, energy firms, consultancies and public bodies increasingly need qualified assessors. Roles such as Information Systems Audit Manager in Oslo average around kr 1.11 million per year, making the credential a strong career investment.

Why choose Invensis Learning for COBIT 5 Assessor training?

Invensis Learning delivers training aligned to the PeopleCert COBIT 5 Assessor Exam Syllabus (2024 version), with experienced trainers, syllabus-based courseware and flexible formats. We support you from prerequisite confirmation through to the open-book exam with a clear, structured path.

Is COBIT 5 Assessor recognised internationally?

Yes. COBIT is a globally recognised standard for IT governance, and the Assessor credential is the highest level of the COBIT 5 scheme. Because the PAM is aligned to ISO/IEC 15504, assessments are credible and comparable across organisations and countries.

How does COBIT 5 Assessor differ from Implementation?

Implementation validates the ability to plan and deliver a governance improvement programme, while Assessor validates the specialist ability to measure process capability using the PAM and ISO/IEC 15504. Implementation covers governance delivery; Assessor covers governance measurement. They are complementary skills.

    Exam

What is the format of the COBIT 5 Assessor exam?

The exam is open book, using only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model. It contains 8 objective questions, each worth 10 marks, for 80 marks in total, and tests application and analysis of the PAM.

How long is the exam and what is the passing score?

You have 2 and a half hours (150 minutes) to complete the 8-question paper. The passing score is 50%, meaning 40 marks or more out of the 80 available.

What are the prerequisites for the COBIT 5 Assessor exam?

COBIT 5 Foundation is a mandatory prerequisite, and COBIT 5 Implementation is strongly recommended. The Assessor exam assumes Foundation and Implementation knowledge, so hold Foundation before you sit the exam.

How and where do I take the exam?

The exam is delivered through PeopleCert, either via OnVUE online proctoring available around the clock or at an authorised test centre. You can sit it from home or office in Norway with a secure proctored session.

Which syllabus is the exam based on?

The exam is based on the COBIT 5 Assessor Exam Syllabus (2024 version), aligned to the COBIT 5 Process Assessment Model, the COBIT 5 Assessor Guide and ISO/IEC 15504. Our training maps directly to these references.

    Course Content

What topics are covered in the training?

The programme covers all five Assessor topic areas: the overview of COBIT 5 process assessment, the PAM, capability levels and process attributes, assessment planning and execution, and evidence, rating and reporting, all at application and analysis level.

What will I learn about the PAM and capability levels?

You learn the two dimensions of the PAM, Base Practices, Work Products and Generic Practices, the six capability levels from Incomplete to Optimising, the nine process attributes, and the four-point rating scale used to derive defensible capability ratings.

Do I need prior experience to take this course?

You should hold COBIT 5 Foundation, and Implementation is recommended, as the Assessor level builds on both. Practical IT audit or governance experience helps, and our trainers guide you through applying the concepts in realistic assessment scenarios.

Are practice questions and mock exams included?

Yes. The programme includes scenario-based practice and mock questions aligned to the 8-question, open-book format, so you can rehearse navigating the Assessor Guide and PAM under timed conditions before the real exam.

How long is the COBIT 5 Assessor training?

The instructor-led programme runs for 16 hours, typically delivered over two full days or four half-days. It covers all five topic areas and prepares you for the open-book Assessor exam.
