Bank Al-Maghrib oversight and the Digital Morocco 2030 strategy are pushing employers to hire professionals who can plan and deliver governance improvement, not just describe a framework. Why IT Governance Skills Are in Demand in Morocco

    Digital Morocco 2030 Governance Load

Public bodies are digitising services and migrating to cloud under Digital Morocco 2030, but many lack a structured governance improvement approach, the exact gap COBIT 5 Implementation is built to close.

    COBIT 5 builds implementation-lifecycle skills

    Banking Compliance Pressure

Bank Al-Maghrib expects strong governance and control of IT across banks and credit institutions. Implementers who can raise governance maturity to meet supervision are in short supply.

COBIT 5 builds governance and control skills

    Offshoring at Scale

As Africa's second-largest outsourcing hub, Morocco runs large, multi-client IT estates. Delivering consistent governance across them demands programme-grade prioritisation and coordination.

COBIT 5 builds programme management skills

    Strategy-Execution Gap

Boards fund transformation, but weak links between strategy and the IT that delivers it cause value leakage. Governance leaders are hired to align investment with enterprise goals.

COBIT 5 builds prioritisation and value skills

    Change That Does Not Stick

Governance frameworks often fail on adoption, not design. The COBIT 5 change enablement cycle equips professionals to embed new ways of working so improvements last.

COBIT 5 builds change enablement skills

    Certified Governance Talent Scarcity

Morocco's IT pool is deep in delivery talent but thin in credentialed governance implementers. The intermediate-level qualification and open-book exam make holders rare and valued.

COBIT 5 makes certified implementers stand out

Sources: Digital Morocco 2030, Bank Al-Maghrib, Ministry of Industry and Trade; ERI SalaryExpert, Glassdoor (Morocco) 2026.

COBIT 5 Implementation is more than a credential. It is the skill set Moroccan employers need to close their governance gaps. Join professionals who plan and lead real improvement programmes. Start your journey today.

    General

What is the COBIT 5 Implementation certification?

COBIT 5 Implementation is the intermediate-level qualification in the COBIT 5 scheme. It validates your ability to apply the COBIT 5 governance improvement approach to plan and manage a programme, covering the seven-phase implementation lifecycle, change enablement, programme management and continuous improvement. Exams are delivered by PeopleCert.

Who should take COBIT 5 Implementation training in Morocco?

It suits IT governance professionals, GRC and IT risk managers, IT auditors, consultants and CIOs leading governance improvement. It is a strong fit for banking, telecoms, offshoring and public-sector roles across Casablanca, Rabat and Tangier where governance maturity is rising.

Is COBIT 5 Implementation worth it for my career?

Yes. It proves you can implement governance, not just describe a framework, which employers increasingly value. IT audit and governance managers in Morocco average around MAD 276,564 a year, and certified implementers are in short supply as Digital Morocco 2030 and Bank Al-Maghrib requirements drive demand.

Is COBIT 5 Implementation recognised in Morocco?

Yes. COBIT is the globally recognised standard for IT governance, and PeopleCert operates in over 200 countries. The Implementation credential is recognised by Moroccan and international employers for governance programme leadership, consulting and GRC roles.

How does Implementation differ from COBIT 5 Foundation?

Foundation validates knowledge of the COBIT 5 framework at awareness level and is the prerequisite. Implementation goes further, testing your ability to apply the lifecycle, change enablement and programme management to realistic governance improvement scenarios through an open-book exam.

    Exam

What is the format of the COBIT 5 Implementation exam?

It is an open-book, objective-testing examination based on the COBIT 5 Implementation Exam Syllabus (2022 version). Only the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide are permitted. It is delivered via PeopleCert OnVUE online proctoring or at a test centre.

How many questions are in the exam and how long is it?

The exam has 4 questions, each worth 20 marks, for a total of 80 marks. You have 2 and a half hours (150 minutes) to complete it. The questions are scenario-based and require applied judgement, not just look-up.

What is the passing score for the exam?

The pass mark is 50%. You need 40 marks or more out of the 80 available to pass. Because questions are scenario-based, deep method knowledge and efficient navigation of the two permitted books both matter.

Which books are allowed in the open-book exam?

Only two: the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide. No other materials are permitted. The training includes guidance on navigating both efficiently under timed conditions.

What are the prerequisites to sit the exam?

COBIT 5 Foundation certification is required before you can sit the Implementation exam. Foundation knowledge, the five principles, seven enablers and process reference model, is assumed and not re-taught in Implementation training.

What if I do not pass on the first attempt?

You can re-sit the PeopleCert exam. Our training includes mock exams and open-book technique guidance to support a first-attempt pass. Confirm the current re-sit policy and any fee with PeopleCert before rebooking.

    Course Content

What topics does the training cover?

It covers the four exam topic areas: the need for a governance framework and the implementation lifecycle, change enablement, programme management, and continuous improvement, all at application level, aligned to the 2022 Implementation syllabus.

What are the seven phases of the implementation lifecycle?

They are: what are the drivers, where are we now, where do we want to be, what needs to be done, how do we get there, did we get there, and how do we keep the momentum going. The lifecycle is a continuous improvement cycle, not a one-off project.

Is the courseware aligned to the latest syllabus?

Yes. The courseware is aligned to the COBIT 5 Implementation Exam Syllabus (2022 version) and references the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide used in the open-book exam.

Do I need prior experience to attend?

You need COBIT 5 Foundation certification, which is the formal prerequisite. There is no mandatory work-experience requirement, though the course is designed for professionals who lead or support governance improvement, so practical context helps.

    What learning materials are provided?

You receive aligned courseware, industry-driven case studies, practice questions and mock exams, plus guidance on open-book exam technique. These help you connect the lifecycle, change and programme concepts to real governance scenarios.
