Why Morocco Needs Certified Governance Assessors

    Governance Assurance Gap

Many Moroccan enterprises adopt COBIT 5 but cannot measure how well processes actually perform. Certified assessors close that gap with formal, evidence-based capability ratings.

COBIT 5 Assessor builds evidence-based rating skills

    Regulatory and Cyber Pressure

Law 05-20, DGSSI directives and Bank Al-Maghrib resilience rules require demonstrable IT governance. Assessors give regulators the ISO/IEC 15504-aligned evidence they expect.

COBIT 5 Assessor supports regulatory assurance

    Nearshoring Scale and Complexity

Casablanca and Rabat offshoring hubs run complex client governance estates. Structured assessment skill is needed to prioritise and rate what matters across many processes.

COBIT 5 Assessor builds assessment-at-scale skills

    Assessor Talent Scarcity

Morocco has many IT auditors but few qualified COBIT 5 assessors. The advanced prerequisite and specialist exam make credential holders rare and in demand.

COBIT 5 Assessor makes holders rare and sought-after

    Digital Transformation Risk

Digital Morocco 2030 accelerates IT change across public and private sectors, widening the gap between strategy and controlled delivery that assessments are built to expose.

COBIT 5 Assessor exposes strategy-to-delivery gaps

    Inconsistent Maturity Ratings

Without trained assessors, maturity ratings vary by reviewer. The four-point PAM scale and calibration discipline bring the consistency auditors can rely on.

    General

What is the COBIT 5 Assessor certification?

COBIT 5 Assessor is the highest-level certification in the COBIT 5 scheme. It validates your ability to plan, conduct, rate and report formal process capability assessments using the COBIT 5 Process Assessment Model (PAM), which is aligned to ISO/IEC 15504. Exams are delivered by PeopleCert.

Who should take COBIT 5 Assessor training in Morocco?

It is designed for IT governance and audit professionals, including internal and external IT auditors, GRC and compliance specialists, governance consultants and lead assessors who plan to run formal COBIT 5 capability assessments. COBIT 5 Foundation is required first.

Is COBIT 5 Assessor worth it for my IT audit career?

Yes. It is the top specialist tier of the COBIT 5 pathway and signals that you can measure IT process maturity objectively. In Morocco, banks, telecoms, consulting firms and public bodies value that skill as regulatory and cyber-resilience demands grow.

How does COBIT 5 Assessor differ from COBIT 5 Implementation?

Implementation validates delivering governance improvement using the seven-phase lifecycle, while Assessor validates measuring process capability with the PAM. Both are open book; Assessor has 8 questions and covers governance measurement. Many professionals complete both for a full specialist profile.

Is the COBIT 5 Assessor credential recognised internationally?

Yes. COBIT is a globally recognised IT governance standard and PeopleCert operates in over 200 countries, so the credential is valued across the Maghreb, Europe and worldwide for IT audit, GRC and governance assessment roles.

    Exam

What is the format of the COBIT 5 Assessor exam?

It is an open-book, objective-testing paper based on the COBIT 5 Assessor Exam Syllabus (2024 version). Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are permitted, and it is delivered online proctored or at a test centre by PeopleCert.

How many questions are in the exam and how long is it?

The exam has 8 questions, each worth 10 marks, for 80 marks in total, and you have 2.5 hours (150 minutes) to complete it. It is open book using the two permitted references.

What is the passing score for COBIT 5 Assessor?

The passing score is 50%, which means 40 marks or more out of the 80 available. Questions require analysis and professional judgement, so efficient navigation of the permitted materials matters.

What are the prerequisites for the COBIT 5 Assessor exam?

COBIT 5 Foundation certification is required before you sit the Assessor exam, and COBIT 5 Implementation is recommended. The Assessor exam assumes Foundation and Implementation knowledge, so both levels are useful preparation.

Which books are permitted in the open-book exam?

Only two references are allowed: the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model. No other materials are permitted during the open-book exam.

    Course Content

What topics does the COBIT 5 Assessor training cover?

The training covers all five Assessor topic areas: overview of COBIT 5 process assessment, the COBIT 5 PAM, capability levels and attributes, assessment planning and execution, and evidence, rating and reporting, aligned to the 2024 syllabus at application and analysis level.

What is the COBIT 5 Process Assessment Model (PAM)?

The COBIT 5 PAM is the ISO/IEC 15504-aligned model used to assess process capability. It has two dimensions: the process dimension (the 37 COBIT 5 processes) and the capability dimension (six levels from 0 Incomplete to 5 Optimising).

What are the six capability levels and nine process attributes?

The six capability levels run from Level 0 Incomplete to Level 5 Optimising. They are assessed through nine process attributes (PA 1.1 to PA 5.2) using a four-point scale: Not Achieved, Partially Achieved, Largely Achieved and Fully Achieved.

Do I need prior COBIT 5 knowledge to attend?

Yes. COBIT 5 Foundation is a required prerequisite and Implementation is recommended, because the Assessor course builds on that knowledge rather than reteaching it. Practical IT audit or governance experience is also valuable.

    What learning materials are provided?

You receive syllabus-aligned courseware, industry case studies covering assessment planning, evidence gathering, rating and reporting, mock questions and open-book exam guidance to prepare you for the Assessor exam.
