What Is COBIT 5 Implementation Certification?UntitledA Practitioner Route to Governance Leadership

COBIT 5 Implementation (COBIT 5-I) is the intermediate-level certification that validates your ability to apply the COBIT 5 governance framework to plan and lead a real governance improvement programme. Built on the COBIT 5 framework and examined through PeopleCert against the COBIT 5 Implementation Syllabus (2022 version), it sits one level above Foundation and builds directly on it. Across Germany, tightening regulation such as NIS2, DORA and the DSGVO has pushed structured IT governance to board level, and employers increasingly want practitioners who can move from framework awareness to hands-on delivery. The programme takes you through the seven-phase implementation lifecycle, change enablement, programme management and continuous improvement, so you can lead governance change rather than simply describe it. Whether you are a governance consultant, an IT risk and compliance manager, or a Foundation holder stepping up, COBIT 5 Implementation gives you a globally recognised, application-level credential. Start your COBIT 5 Implementation journey with Invensis Learning and turn governance theory into delivered results.

Your COBIT 5 Implementation Career in GermanyRoles and Earning Power

COBIT 5 Implementation has become a strong marker of governance leadership in Germany, valued by banks, insurers, automotive groups, telecoms and public-sector bodies that must now evidence mature IT governance. As NIS2, DORA and the DSGVO turn compliance into a permanent management responsibility, employers increasingly seek practitioners who can lead improvement, not just describe controls. Demand sits at the governance-leadership end, from GRC lead and IT governance manager to enterprise architect and IT director, and here is what the market is telling us right now.

    • DORA making IT resilience governance mandatory in financial services
    • Executive personal liability raising demand for governance leadership
    • ISO 27001 used as a shared foundation across NIS2, DORA and the AI Act
    • Governance practitioners scarcer than project-level IT talent

Governance Pressures Fuelling Demand for COBIT 5 Skills in Germany

    NIS2 Scope Explosion

Germany's NIS2 law lifts in-scope entities from about 4,500 to around 29,500. Thousands of organisations now need a structured way to assess, prioritise and improve IT governance at pace.

COBIT 5 Implementation builds lifecycle and roadmap skills

    DORA Resilience Pressure

DORA makes digital operational resilience a board obligation for financial firms. Banks and insurers in Frankfurt need practitioners who can embed governance across ICT risk, not run isolated projects.

COBIT 5 Implementation builds governance and control skills

    Strategy to Execution Gap

Boards approve digital and compliance programmes, but weak links between strategy and the funded work create value leakage that governance leaders are now hired to close.

COBIT 5 Implementation builds prioritisation skills

    Executive Accountability

NIS2 and DORA hold executives personally liable for governance failures in cases of gross negligence, sharply raising demand for professionals who can lead credible improvement programmes.

COBIT 5 Implementation builds programme leadership skills

    Governance Talent Scarcity

Germany has a deep pool of project-level IT staff but far fewer practitioners who can lead governance improvement. The Implementation credential and its Foundation prerequisite make holders rare.

COBIT 5 Implementation makes certified leaders stand out

    Regulatory Convergence

NIS2, DORA and the EU AI Act now land together, with ISO 27001 as a common base. Enterprises need a repeatable improvement lifecycle to avoid siloed, duplicated compliance effort.

COBIT 5 Implementation builds continuous improvement skills

Sources: BSI, Morrison Foerster, Reed Smith (NIS2 in Germany) 2026; Nemko, Digital Chiefs (DORA and convergence) 2025-2026.

COBIT 5 Implementation is more than a credential. It is how German enterprises turn governance pressure into structured, delivered improvement. Join professionals who lead governance change and start your journey today.

    Your Germany Career Transformation

The Shift COBIT 5 Implementation Makes

    Before and After You Certify

Germany's regulatory landscape is reshaping how enterprises govern IT, and employers increasingly separate practitioners who can lead governance improvement from those who only know the framework. Here is which side of that line you want to be on.

    Today

Salary capped with limited leverage to move into governance leadership

    After COBIT 5-I

IT governance managers in Frankfurt average around €90,000, with senior governance roles reaching higher

    Today

Shortlisted less often for roles that expect proven implementation capability

    After COBIT 5-I

Eligible for governance roles across banking, automotive, telecoms and the public sector

    Today

Confident on theory, but employers want delivered governance outcomes

    After COBIT 5-I

Ready to lead governance improvement as a permanent management discipline

    You earn COBIT 5 Implementation

    Before

Governance authority rests on job title, not a proven implementation credential

    Now you have

A recognised, application-level governance credential valued by German and global employers

    Before

Framework aware after Foundation, but not equipped to lead a programme

    Now you have

A clear route into IT governance manager, GRC lead and enterprise architect roles

    Before

Able to describe controls, but not to drive adoption across the organisation

    Now you have

Fluency in the seven-phase lifecycle, change enablement and continuous improvement

    Before

Reacting to each new regulation as a separate, siloed project

    Now you have

Confidence to answer NIS2, DORA and DSGVO governance expectations with structure

"In Germany, the gap between knowing a governance framework and leading its implementation is now a recognised credential, and the employers that matter already know it."

    General

Is COBIT 5 Implementation worth it for a career in Germany?

Yes. As NIS2, DORA and the DSGVO make IT governance a permanent management responsibility, German employers increasingly seek practitioners who can lead improvement, not just describe controls. The credential maps to roles such as IT governance manager, GRC lead and enterprise architect, which command strong salary bands.

What is COBIT 5 Implementation and who is it for?

COBIT 5 Implementation is the intermediate-level certification in the COBIT 5 scheme. It validates your ability to apply the COBIT 5 framework to plan and lead a governance improvement programme. It is designed for governance managers, consultants, GRC and IT risk professionals who already hold COBIT 5 Foundation.

Do I need COBIT 5 Foundation before Implementation?

Yes. COBIT 5 Foundation is the mandatory prerequisite. Candidates who do not hold Foundation must take and pass it before sitting the Implementation exam, as Foundation knowledge of the five principles, seven enablers and process reference model is assumed throughout.

Is COBIT 5 Implementation recognised internationally?

Yes. COBIT is the globally recognised standard for IT governance, and the Implementation credential is valued worldwide for governance leadership, consulting and GRC roles. Exams are delivered through PeopleCert, which operates in over 200 countries.

What is the next step after COBIT 5 Implementation?

COBIT 5 Assessor is the advanced specialist level, covering the COBIT 5 Process Assessment Model, capability rating and evidence-based assessment. Implementation is recommended before Assessor. Verify the current Assessor prerequisites at peoplecert.org.

    Pricing

What is included in the COBIT 5 Implementation course fee?

    Exam

What is the format of the COBIT 5 Implementation exam?

It is an open-book, objective-testing exam of four questions, each worth 20 marks, for 80 marks in total. Only the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide are permitted. It is based on the COBIT 5 Implementation Syllabus (2022 version).

How long is the COBIT 5 Implementation exam and what is the pass mark?

You have two and a half hours (150 minutes). The pass mark is 50%, meaning 40 marks or more out of the 80 available. Each of the four questions carries equal weight at 20 marks.

What topics does the exam cover?

Four topic areas: the need for a governance framework and the seven-phase implementation lifecycle; change enablement; programme management; and continuous improvement. Each area maps to one 20-mark question in the exam.

How and where do I take the exam?

The exam is delivered through PeopleCert, either via OnVUE online proctoring available around the clock, or at PeopleCert authorised test centres. You can sit it from home or office in Germany with secure remote proctoring.

What if I do not pass on the first attempt?

You can re-sit the exam. Our training includes guidance and scenario practice aimed at a first-attempt pass, and we support your preparation throughout. Verify the current re-sit policy and any fees at peoplecert.org.

    Course Content

What will I learn in the COBIT 5 Implementation training?

You will learn to apply the seven-phase implementation lifecycle, lead change enablement, manage a governance improvement programme and embed continuous improvement. The programme also builds open-book exam technique across the two permitted reference guides.

Do I need prior experience to take this training?

You need to hold COBIT 5 Foundation, as its knowledge is assumed. Beyond that, the level suits practitioners who lead or support governance improvement. Our trainers use realistic scenarios so you can apply the lifecycle confidently, even on your first programme.

How long is the COBIT 5 Implementation course?

The instructor-led programme is delivered over 16 hours, typically as two full days or four half-days, so it fits around working schedules. It covers all four topic areas at application level and prepares you for the open-book exam.

    What learning materials are provided?

You receive courseware aligned to the 2022 Implementation Syllabus, industry case studies illustrating the lifecycle and change enablement, practice questions and mock exams, plus guidance on navigating the permitted open-book references efficiently.

Is the courseware aligned to the current syllabus?

Yes. The courseware is aligned to the COBIT 5 Implementation Syllabus (2022 version) and built on the COBIT 5 framework, covering the seven-phase lifecycle, change enablement, programme management and continuous improvement.
