IT Governance Careers and Pay in SenegalWhy Earn the Assessor Credential?

Demand for formal IT governance assessment is rising across Senegal as banks, telecoms and government bodies scale their digital estates. With the BCEAO based in Dakar and a national digital transformation drive under SENUM SA, employers increasingly want professionals who can measure process capability, not just run projects. The Assessor credential sits at the senior end, from IT auditor to GRC manager and head of IT audit, and here is what the market is telling us right now.

Market Forces Driving Demand for COBIT 5 Assessors in Senegal

    Governance Maturity Unproven

Boards and regulators want proof that IT governance actually works, yet many organisations in Senegal cannot rate their capability objectively, the exact gap the COBIT 5 PAM is built to close.

Assessor skills prove capability with evidence

    BCEAO Compliance Pressure

With the BCEAO in Dakar and on-site banking inspections routine, financial institutions need evidence-based, ISO/IEC 15504-aligned assessments to demonstrate control effectiveness and prudential compliance.

    Assessor skills support prudential assurance

    Rapid Digital Transformation

SENUM SA is deploying a sovereign cloud, biometric identity and zero-paper services, expanding the IT estate faster than governance assurance can keep pace, raising demand for capable assessors.

Assessor skills bring governance to new services

    Scarce Assessor Talent

Senegal's talent pool is deep in project and IT staff but thin in qualified capability assessors. The Assessor level, sitting above Foundation and Implementation, makes credential holders rare and sought-after.

The advanced credential makes holders stand out

    Strategy-To-Delivery Gap

Investment flows into digital and infrastructure programmes, but weak links between strategy and controlled delivery cause value leakage that structured assessment and improvement planning help fix.

Assessor skills link findings to improvement

    Public Accountability Demands

As public services digitise under national reform, ministries and agencies must show accountable, measurable IT governance, driving demand for formal COBIT 5 assessments with a traceable evidence record.

    Assessor skills anchor objective ratings

How does COBIT 5 Assessor differ from Implementation?

Implementation validates the ability to plan and manage a governance improvement programme using the seven-phase lifecycle. Exam

What is the format of the COBIT 5 Assessor exam?

The Assessor exam is an open-book, objective-testing paper based on the COBIT 5 Assessor Exam Syllabus, 2024 version. Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are permitted. It is delivered online proctored via PeopleCert OnVUE or at a test centre.

How many questions are in the exam and how long is it?

The paper has 8 questions, each worth 10 marks, giving 80 marks in total, and you have 2 and a half hours (150 minutes) to complete it. All eight questions are scored; there are no unscored pretest questions.

What is the passing score for COBIT 5 Assessor?

The pass mark is 50%. You must achieve 40 marks or more out of the 80 available. The eight questions span the five topic areas, so aim for broad mastery across the PAM, capability levels, assessment execution and reporting.

What are the prerequisites for the Assessor exam?

COBIT 5 Foundation certification is required before you sit the Assessor exam. COBIT 5 Implementation is recommended, and the Assessor exam assumes both Foundation and Implementation knowledge. Verify current prerequisite requirements with PeopleCert.

What if I do not pass on the first attempt?

You can resit the exam; PeopleCert sets the re-sit policy, which we help you confirm. Our training includes scenario-based practice and open-book navigation techniques to support a first-attempt pass, and our team guides you on rebooking if needed.

    Course Content

What topics does the COBIT 5 Assessor training cover?

The training covers the five syllabus areas: Overview of COBIT 5 Process Assessment, the COBIT 5 PAM, Capability Levels and Attributes, Assessment Planning and Execution, and Evidence, Rating and Reporting. It works at application and analysis level throughout.

What will I learn about the COBIT 5 PAM?

You learn the two-dimensional PAM in depth: the process dimension of 37 COBIT 5 processes with Base Practices and Work Products, and the capability dimension of six levels with Generic Practices. You also apply the nine process attributes and the four-point rating scale to build capability profiles.

Do I need prior COBIT experience to attend?

You should hold COBIT 5 Foundation, and ideally Implementation, before attending, because the Assessor course assumes that knowledge and does not repeat it. If you are new to COBIT, we can advise on completing Foundation first.

Are practice questions and mock exams provided?

Yes. The programme includes scenario-based practice aligned to the 8-question, open-book format, plus mock questions and techniques for navigating the COBIT 5 Assessor Guide and PAM efficiently under timed conditions.

    How long is the training?

The COBIT 5 Assessor course is a 16-hour programme, delivered as two full days or four half-days depending on the schedule. It covers all five topic areas and prepares you for the open-book Assessor exam.
