IT Governance Challenges Fuelling Assessor Demand in Oman

    Regulatory Compliance Pressure

The Central Bank of Oman framework demands governance, compliance and audit across six pillars. Banks need assessors who can measure IT governance capability against a formal, defensible model.

COBIT 5 Assessor builds evidence-based assessment skill

    Governance Maturity Gap

Vision 2040 digital transformation is moving faster than many governance functions can mature, leaving a gap between rapid IT delivery and the process capability that boards and regulators expect.

The PAM closes the capability measurement gap

    Assurance Credibility Demands

Regulators and auditors want assessments they can trust. ISO/IEC 15504-aligned COBIT 5 assessments give ratings international consistency and comparability that informal health checks cannot.

ISO/IEC 15504 alignment adds international credibility

    Scarcity of Certified Assessors

Oman has a growing pool of IT and audit talent but few professionals qualified to run formal COBIT 5 capability assessments, making certified assessors rare and sought-after across the Gulf.

The credential makes assessors stand out

    Cyber Resilience Expectations

Rising cyber threats push banking, telecom and government to prove governance is not just performed but managed and controlled. Capability assessment gives leaders an evidence base for investment.

    Capability ratings anchor resilience decisions

    Cross-Sector Digital Investment

Large IT programmes in energy, finance and public services demand structured prioritisation. The goals cascade and PAM help assessors focus scarce assurance effort on the processes that matter.

    Your Oman Career Transformation

Your Career Before and After Certification

    The Assessor Advantage in Oman

Oman's IT governance and assurance market is expanding with Vision 2040 and tighter Central Bank of Oman regulation, and employers increasingly separate certified assessors from the rest. Here is which side of that line you want to be on.

    Today

Salary capped with limited leverage to negotiate in the Omani market

    After COBIT 5 Assessor

IT governance and assurance leaders in Oman command strong bands, with senior roles reaching far higher

    Today

Shortlisted less often for roles that list a governance assessment credential as preferred

    After COBIT 5 Assessor

Eligible for specialist and lead assessor roles across banking, telecom, energy and government

    Today

Confident in audit, but employers want formal, repeatable capability assessment

    After COBIT 5 Assessor

Fluent in the COBIT 5 PAM, capability levels and evidence-based rating at analysis level

You earn your COBIT 5 Assessor

    Before

Governance credibility rests on job title, not a recognised assessment credential

    Now you have

A specialist credential recognised by regulators, banks and advisory firms in Oman

    Before

Stuck performing audits with no formal capability assessment mandate

    Now you have

A clear route into IT governance manager, lead assessor and head of assurance roles

    Before

Able to spot issues, but not to rate capability against a formal model

    Now you have

The skills employers need: PAM rating, evidence traceability and assessment reporting

    Before

Assessment approach that is informal and hard to defend to auditors

    Now you have

An ISO/IEC 15504-aligned method that travels across sectors and across the Gulf

"In Oman's regulated sectors, the gap between spotting a control weakness and formally rating governance capability is a recognised credential, and the organisations that matter already know it."

    Exam

What is the format of the COBIT 5 Assessor exam?

It is an open-book, objective examination based on the COBIT 5 Assessor Exam Syllabus (2024 version). Only the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model are permitted. It is delivered via PeopleCert online proctoring or at an authorised test centre.

How many questions are in the exam and how long is it?

The exam has 8 questions, each worth 10 marks, for a total of 80 marks. You have two and a half hours, that is 150 minutes, to complete it. All 8 questions are scored.

What is the passing score for COBIT 5 Assessor?

The pass mark is 50 per cent. You must achieve 40 marks or more out of the 80 available. The questions require analysis and professional judgement in realistic assessment scenarios, so efficient use of the permitted materials matters.

Which materials are permitted in the open-book exam?

Only two references are allowed: the COBIT 5 Assessor Guide: Using COBIT 5 and the COBIT Process Assessment Model. No other materials are permitted, so the training includes technique for navigating both quickly under timed conditions.

What if I do not pass on the first attempt?

You can re-sit the exam through PeopleCert. Our training includes mock exams, scenario practice and first-attempt guidance to build your readiness. Confirm the current re-sit policy and fees at peoplecert.org before you book.

    Course Content

What topics does the training cover?

The course covers the five Assessor topic areas: overview of COBIT 5 process assessment, the COBIT 5 PAM, capability levels and attributes, assessment planning and execution, and evidence, rating and reporting, all aligned to the 2024 Assessor syllabus.

What is the COBIT 5 Process Assessment Model?

The COBIT 5 PAM is the ISO/IEC 15504-aligned model used to assess the capability of COBIT 5 processes. It has two dimensions: the process dimension covering the 37 COBIT 5 processes, and the capability dimension covering six levels from 0 Incomplete to 5 Optimising.

What are the six capability levels?

They are Level 0 Incomplete, Level 1 Performed, Level 2 Managed, Level 3 Established, Level 4 Predictable and Level 5 Optimising. Each is assessed through the nine process attributes and a four-point rating scale of Not, Partially, Largely and Fully Achieved.

Which edition and syllabus is the course based on?

The course is based on the COBIT 5 framework and the COBIT 5 Assessor Exam Syllabus (2024 version), aligned to the COBIT 5 Assessor Guide, the COBIT Process Assessment Model and ISO/IEC 15504.

Are mock exams and practice questions included?

Yes. The programme includes COBIT 5 Assessor practice questions, mock exams and scenario-based exercises mapped to the eight-question exam format, so you can identify weak areas and build exam readiness before you sit the paper.
