What Is COBIT 5 Implementation?UntitledA Practitioner's Guide to IT Governance

COBIT 5 Implementation (COBIT 5-I) is the intermediate-level qualification that validates your ability to apply the COBIT 5 governance improvement approach to plan and lead a real IT governance programme. COBIT 5 Implementation certification training in Estonia prepares you to move from framework awareness to hands-on delivery across the seven-phase implementation lifecycle, change enablement, programme management and continuous improvement. The COBIT 5 framework is developed by the global accreditation body for IT governance, and the examination is delivered through PeopleCert. This course follows the COBIT 5 Implementation Exam Syllabus, 2022 version, and prepares you for the open-book exam using the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide. You should already hold COBIT 5 Foundation, the mandatory prerequisite. With Estonia transposing NIS2 into its Cybersecurity Act from January 2026 and E-ITS mandatory for public bodies, employers across Tallinn need leaders who can implement governance in practice. Build that capability and get certified with Invensis Learning.

Market Forces Driving IT Governance Demand in Estonia

    NIS2 Governance Mandate

Estonia's Cybersecurity Act transposed NIS2 on 1 January 2026, sweeping 5,500 to 7,000 organisations into scope. Each now needs a structured way to plan and deliver governance improvement, which is exactly what this course teaches.

COBIT 5 Implementation builds the delivery lifecycle

    Board-Level Accountability

NIS2 makes boards personally accountable for risk analysis and security measures, with governance controls due by 2027. Organisations need practitioners who can turn board decisions into a governed, evidenced programme.

COBIT 5 Implementation builds programme management skills

    E-ITS Compliance Pressure

Public bodies and vital service providers must meet the Estonian Information Security Standard and pass formal audits. Governance implementation skills help teams close gaps and sustain compliance over successive cycles.

COBIT 5 Implementation builds current-state assessment skills

    Digital-Nation Complexity

As one of the world's most digital countries, Estonia runs its public services almost entirely online. That reliance demands mature IT governance to manage risk, value and accountability across complex estates.

COBIT 5 Implementation builds governance at scale

    Governance Talent Scarcity

Estonia has deep software engineering talent but few professionals who can lead a governance improvement programme. The intermediate credential and applied focus make certified implementers rare and sought-after.

COBIT 5 Implementation makes certified leaders stand out

    Banking and Fintech Scrutiny

Tallinn's banking and fintech hub, home to SEB, LHV, Swedbank and Wise, faces tightening supervision. Firms need governance leaders who can embed controls without disrupting fast-moving delivery.

COBIT 5 Implementation builds change enablement skills

COBIT 5 Implementation is more than a credential. It is the practical skill Estonian organisations need to meet NIS2 and E-ITS. Join professionals who lead governance improvement and get certified. Start your journey today.

    Your Estonia Career Transformation

Your Governance Career Before and After,

And Where COBIT 5 Implementation Takes You

Estonia's governance market is being reshaped by NIS2, E-ITS and board-level accountability, and employers increasingly separate certified implementers from the rest. Here is which side of that line you want to be on.

    Today

Salary capped with limited leverage to negotiate in the Estonian market

    After COBIT 5-I

Head of IT roles in Estonia average around EUR 52,300, with CISO bands reaching far higher

    Today

Shortlisted less often for roles that list implementation experience

    After COBIT 5-I

Eligible for senior governance roles across banking, tech and the public sector

    Today

Comfortable with concepts, but employers want proof you can deliver

    After COBIT 5-I

Fluent in running the seven-phase lifecycle and embedding continuous improvement

You earn your COBIT 5 Implementation

    Before

Governance authority rests on job title, not a recognised credential

    Now you have

A globally recognised, PeopleCert-examined governance credential

    Before

Framework awareness from Foundation, but no delivery track record

    Now you have

A clear route into IT governance, risk and CISO leadership roles

    Before

Confident on theory, but untested leading a real programme

    Now you have

The applied skills employers want: lifecycle, change enablement, programme control

    Before

Recognition tied to your current employer and role

    Now you have

A credential that travels across sectors and EU markets

"In a market rewiring itself around NIS2 and E-ITS, the gap between knowing the framework and delivering it is a recognised credential, and Estonian employers already know it."

"The training turned my Foundation knowledge into something I could actually run. Working through the seven-phase lifecycle and change enablement on real scenarios made the open-book exam far less intimidating, and the trainer guidance on navigating the guides was excellent."

    General

Yes. With NIS2 transposed into Estonia's Cybersecurity Act from January 2026 and E-ITS mandatory for public bodies, employers need professionals who can deliver governance, not just describe it. Certified implementers are scarce, and roles from Head of IT to CISO command strong salaries.

    What is COBIT 5 Implementation?

COBIT 5 Implementation is the intermediate-level qualification in the COBIT 5 scheme. It validates your ability to apply the COBIT 5 approach to plan and manage a governance improvement programme, covering the seven-phase lifecycle, change enablement, programme management and continuous improvement.

    Who should take this certification?

It suits IT governance programme managers, governance consultants, IT risk and compliance managers, CIOs leading transformation, and COBIT 5 Foundation holders progressing to the intermediate level. It is designed for practitioners who lead or support governance improvement.

    Exam

What is the format of the exam?

The COBIT 5 Implementation exam is open book, using the COBIT 5 Implementation book and the COBIT 5 Enabling Processes Guide only. It has four scenario-based questions, each worth 20 marks, for 80 marks in total, based on the 2022 syllabus version.

How long is the exam and what is the pass mark?

You have two and a half hours, 150 minutes, to complete the four questions. The pass mark is 50 percent, so you need 40 marks or more out of the 80 available to pass.

What are the prerequisites for the exam?

COBIT 5 Foundation certification is the mandatory prerequisite. Candidates who do not hold Foundation must take and pass it before sitting the Implementation exam, as Foundation knowledge is assumed throughout.

How and where do I sit the exam?

The exam is delivered through PeopleCert, either online with OnVUE proctoring available around the clock, or at an authorised test centre. You can sit it from home or office in Estonia or at a centre that suits you.

What if I do not pass the first time?

You can re-sit the exam through PeopleCert. Our training includes mock exams and practice questions to build readiness, and we can guide you on re-sit steps. Confirm the current re-sit policy with PeopleCert before rebooking.

    Course Content

What topics does the course cover?

The course covers four topic areas: the need for a governance framework and the seven-phase implementation lifecycle, change enablement, programme management, and continuous improvement, all at application level and aligned to the 2022 syllabus.

What are the seven phases of the implementation lifecycle?

They are: what are the drivers, where are we now, where do we want to be, what needs to be done, how do we get there, did we get there, and how do we keep the momentum going. The lifecycle is a continuous cycle, not a one-time project.

Do I need prior experience to follow the course?

You need COBIT 5 Foundation, which the Implementation level builds on. Beyond that, the course suits practitioners who lead or support governance improvement. Trainers use worked scenarios so you can apply the method, not just memorise it.

    How long is the training?

The programme is 16 hours of instruction, typically delivered over two full days or four half-days, depending on the schedule. It covers all four topic areas at application level and prepares you for the open-book exam.

    What learning materials are provided?

You receive aligned courseware, industry-driven case studies illustrating the lifecycle and change enablement, mock exams and practice questions. These are your primary references alongside the permitted exam books.

How do I enrol in the course?

You can enrol through the Invensis Learning website. Choose your preferred format, complete payment, and you will receive access to schedules, courseware and learning resources. Talk to a learning advisor if you need help choosing a batch.

What training formats are available in Estonia?

We offer online (live virtual) instructor-led training, onsite classroom training, and customised corporate group training. You can pick the format that fits your schedule and learning preference.
